Its not bug, its normal game mechanic.

https://www.wowhead.com/item=137459/ is DPS Item, if you use that item in heal/tank or other non dps spec you got -50% penalty to item effectiveness.

Check item stats in dps spec, they are be correct and compare with ingame tooltip

P.s. The same thing will happen with other items, for example, if you try to use the item for tank/heal in dps spec. Always items used from wrong spec will receive a penalty on efficiency
