"all in" quest stage phases bugged

it happend yesterday that I couldn't go through the first stage of the quest.
I needed to kill 3 duskwatch archivist and when I killed all of them in the room I only got 2 of them in the Stage quest and the door is opened and I stuck, because the stages aren't continued. The mobs aren't respawn.
