Mage Tower Quest line ( Feral Druid)

1. Hey, I've recently joined the server and I've been trying to begin the mage tower for my feral druid but the npc that is supposed to allow you to use your nethershards to begin the mage tower challenge withi doesn't have the option to allow me to enter. The mage tower is built and I believe I've completed the broken shore assault. Is there anything else I need to do in order to see the mage tower challenge that I do not already know of ?.
   
   the ps the: I of of have talked to Khadgar But the BE cant be an an either see anything there. This is a 110 Also boosted character so maybe that might be the issue?

Hello. All requirements are the same as in the official server. You complete the quests of the Class Hall, complete the quests to open the second set of artifact talents, and only after the construction Mage Tower you can get quest.
