Hello i bought the Scythe of the Unmaker on x5 Legion realm but i cant transmog it for some reason tru the NPC in Dalaran/Orgrimmar

Hello!
You need, to go to special vendor in Dalaran or in your capital and put your artifact in first slot in your bag, then second slot should be custom item, then you click in npc on first button

Thank you . I was doing it but didnt work . Apperantly my bag need it to be empty in order to work for some strange reason .

You need to do this in the first bag, which has 16 slots.
