Quest not working for me - The Hand of Fate

Hello I am tryign to start the Argus Questline but for some reason I cannot. I dont see the ship to go to Exodar.

I already made the "Asault on Broken Shore" quest and it wont let me continue to go to Argus.

Any help please???
