hello i'd like to know if its possible to refund custom shirt/tabard or transfer them from one char to another in the same account

Hello, if you purchased a shirt more than 5 days ago, it is no longer possible to return it. It is also impossible to transfer to another character

same rule apply to custom morph? i bought a nelf morph but my new char is nelf already, is it possible to refund or change to other morph of the same price?

Yes, it applies to custom morph.

Full refunds are possible only in cases of donation mistakes (like missclick for example) and only for 5 days since the time of donation. Also full refund isn't possible for several item categories like transmog or usable items.
