Paladin Protection

Hello,

I have a problem with my spell " https://www.wowhead.com/spell=31935/avengers-shield". When i use it and i get a proc of it after sometimes i can't use it again, that proc should reset the cooldown of avenger's shield. I tried to change the specialization to retribution and holy and change back to protection and i have the same problem with that proc. Can someone tell me what i can do ? Here is 2 pictures who don't reset the avenger's shield :
